MG Hilldring was awarded the DSC for his actions in World War I, as a Platoon Leader in K Company, 38th Infantry Regiment, 3rd Infantry Division.

In April 1943, he was assigned as the US Army's first Director of Civil Affairs.

Upon retirement, he was appointed the Assistant Secretary of State for Occupied Areas from Aug 1946 - Aug 1947.
