United States Air Force Lieutenant General. Born in Pittsburgh, Pennsylvania, he was a career military office and aviation pioneer. In June 1911, he graduated an Ensign from U.S. Naval Academy, resigned and was appointed a 2nd Lieutenant in the Coast Artillery Corps of the Regular Army on August 17, 1911. After flight training at the Signal Corps Aviation School San Diego, California, he became an aviator in the 2nd Aero Squadron. During World War I, he was placed in command of the 12th Aero Squadron, one of the first American flying units in actions on the Western front. After the war, he served in the Office of the Director of Air Service, as chief of the Operations Division, Training and Operations Group, Washington, D.C. Through the 1920s and 1930s, he served as commanding officer of the 2nd Bombardment Group, 88th Observation Squadron, 17th Bombardment Wing and 3rd Air Force. Upon the outbreak of World War II, he took command of the Far East Air Force in the Philippines Islands. He organized and commanded the 10th Air Force in India and was commanding General of the 9th Air Force in the European theater of operations. Returned to the United States in 1946, he was named commanding General of the 1st Air Force and later served in the Office of the Secretary of War, Washington D.C. He retied as Lieutenant General, Secretary of the Air Force on September 1, 1948, He died of a heart attack at age 77 in Washington D.C.
