Civil War Union Brevet Brigadier General. Born in Philadelphia, Pennsylvania, at the start of the Civil War, he accepted an appointment as Major in the 54th Massachusetts Colored Regiment, commanded by Colonel Robert Gould Shaw. During the assault on July 18, 1863, at the Confederate's Fort Wagner, Major Hallowell commanded the left wing with half of the regiment directly behind Colonel Shaw's right wing. He was severely wounded, Colonel Shaw was killed and half the regiment loss. After he recuperated he returned as Colonel to command the 54th for the rest of the war. For distinguished service, he was brevetted Brigadier General of US Volunteers. After the war, he was a merchant in Medford, Massachusetts, until his death.
