First Director of FEMA,  Founder California Specialized Training Institute.  Giuffrida was a Major General in the State Military Reserve of California.  He the recipient of the USSR'S Memorial Award, Italy's "Merito della Repubblica Italiana", and Sweden's Sundelin Medal.  He also established the nation's first integrated Emergency Management System and served as the designated Chief US Delegate to NATO's Civil Emergency Planning and Civil Defense Committees.  "Source Giuffrida's Obituary.    He was originally commissioned in the USMC as an infantry officer in 1943 serving in the Pacific Theater as a platoon leader and company commander.  He left the USMC to accept an RA commission serving in the 7th Infantry Division during the Korean War.  He served after the Korean War in a series of military intelligence and military police positions culminating as the 4th MP AIT Bde Cdr, Ft Gordon, GA.
