Served as the 1st US Military Attache to the Soviet Union from 1934 - 1939.

Also, served as the Chief of the American Supply Mission (Lend Lease Program) to the Soviet Union from 1941 - 1943.  In this role, he had direct access to President Franklin D Roosevelt.

Spoke fluent Russian.
