Hugh Casey entered the U.S. Military Academy during the summer of 1915. He was third in his class, which graduated in June 1918 due to the demands of World War I. After the war for a time he served as an engineer ROTC instructor at the University of Kansas from 1922 to 1926, and then served again in World War II earning the Distinguished Service Cross and Silver Star. Retired as a U.S. Army Major General, from 1953 to 1955 he was Chairman of the New York City Transit Authority.

Colonel Casey's intrepid actions, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, his unit, and the United States Army.
