He was instrumental in the introduction of the non-commissioned officer education system, a three tiered system to train NCO's in basic, advanced and senior courses ensuring Soldiers would receive the best leadership possible.
He was responsible for the establishment of the Sergeants Major Academy at Fort Bliss, Texas.

There are plenty of small-minded men who, in time of peace, excel in detail, are inexorable in matters of equipment and drill, and perpetually interfere with the work of their subordinates.
They thus acquire an unmerited reputation, and render the service a burden, but they above all do mischief in preventing development of individuality, and in retarding the advancement of independent and capable spirits.

Other Memories He arrived with the Commanding General's Command Group on December 13, 1967 in Vietnam. In February 1968, he moved to Camp Eagle in I Corps Tactical Zone where he remained until July 1968, when he was appointed as the Second Sergeant Major of the Army.
