On 18 April, US and Iraqi forces killed Abu Ayyub al-Masri the leader of al-Qaeda in Iraq in a joint American and Iraqi operation near Tikrit, Iraq. The coalition forces believed al-Masri to be wearing a suicide vest and proceeded cautiously. After the lengthy exchange of fire and bombing of the house, the Iraqi troops stormed inside and found two women still alive, one of whom was al-Masri's wife, and four dead men, identified as al-Masri, Abu Abdullah al-Rashid al-Baghdadi, an assistant to al-Masri, and al-Baghdadi's son. A suicide vest was indeed found on al-Masri's corpse, as the Iraqi Army subsequently stated. Iraqi Prime Minister Nouri al-Maliki announced the killings of Abu Omar al-Baghdadi and Abu Ayyub al-Masri at a news conference in Baghdad and showed reporters photographs of their bloody corpses. "The attack was carried out by ground forces which surrounded the house, and also through the use of missiles," Mr Maliki said. "During the operation computers were seized with e-mails and messages to the two biggest terrorists, Osama bin Laden and [his deputy] Ayman al-Zawahiri", Maliki added. U.S. forces commander Gen. Raymond Odierno praised the operation. "The death of these terrorists is potentially the most significant blow to al Qaeda in Iraq since the beginning of the insurgency", he said. "There is still work to do but this is a significant step forward in ridding Iraq of terrorists."
U.S. Vice President Joe Biden stated that the deaths of the top two al Qaeda figures in Iraq are "potentially devastating" blows to the terror network there and proof that Iraqi security forces are gaining ground.
On 20 June, Iraq's Central Bank was bombed in an attack that left 15 people dead and brought much of downtown Baghdad to a standstill. The attack was claimed to have been carried out by the Islamic State of Iraq. This attack was followed by another attack on Iraq's Bank of Trade building that killed 26 and wounded 52 people.
In late August 2010, insurgents conducted a major attack with at least 12 car bombs simultaneously detonating from Mosul to Basra and killing at least 51. These attacks coincided with the U.S. plans for a withdrawal of combat troops.
From the end of August 2010, the United States attempted to dramatically cut its combat role in Iraq, with the withdrawal of all US ground forces designated for active combat operations. The last US combat brigades departed Iraq in the early morning of 19 August. Convoys of US troops had been moving out of Iraq to Kuwait for several days, and NBC News broadcast live from Iraq as the last convoy crossed the border. While all combat brigades left the country, an additional 50,000 personnel (including Advise and Assist Brigades) remained in the country to provide support for the Iraqi military. These troops are required to leave Iraq by 31 December 2011 under an agreement between the US and Iraqi governments.
The desire to step back from an active counter-insurgency role did not however mean that the Advise and Assist Brigades and other remaining US forces would not be caught up in combat. A standards memo from the Associated Press reiterated "combat in Iraq is not over, and we should not uncritically repeat suggestions that it is, even if they come from senior officials".
State Department spokesman P. J. Crowley stated "...we are not ending our work in Iraq, We have a long-term commitment to Iraq." On 31 August, Obama announced the end of Operation Iraqi Freedom from the Oval Office. In his address, he covered the role of the United States' soft power, the effect the war had on the United States economy, and the legacy of the Afghanistan and Iraq wars.
On the same day in Iraq, at a ceremony at one of Saddam Hussein's former residences at Al Faw Palace in Baghdad, a number of US dignitaries spoke in a ceremony for television cameras, avoiding overtones of the triumphalism present in US announcements made earlier in the war. Vice President Joe Biden expressed concerns regarding the ongoing lack of progress in forming a new Iraqi government, saying of the Iraqi people that "they expect a government that reflects the results of the votes they cast". Gen. Ray Odierno stated that the new era "in no way signals the end of our commitment to the people of Iraq". Speaking in Ramadi earlier in the day, Gates said that U.S. forces "have accomplished something really quite extraordinary here, [but] how it all weighs in the balance over time I think remains to be seen". When asked by reporters if the seven-year war was worth doing, Gates commented that "It really requires a historian's perspective in terms of what happens here in the long run". He noted the Iraq War "will always be clouded by how it began" in regards Saddam Hussein's supposed weapons of mass destruction, which were never confirmed to have existed. Gates continued, "This is one of the reasons that this war remains so controversial at home". On the same day Gen. Ray Odierno was replaced by Lloyd Austin as Commander of US forces in Iraq.
On 7 September, two US troops were killed and nine wounded in an incident at an Iraqi military base. The incident is under investigation by Iraqi and US forces, but it is believed that an Iraqi soldier opened fire on US forces.
On 8 September, the U.S. Army announced the arrival in Iraq of the first specifically-designated Advise and Assist Brigade, the 3d Armored Cavalry Regiment. It was announced that the unit would assume responsibilities in five southern provinces. From 10–13 September, Second Advise and Assist Brigade, 25th Infantry Division fought Iraqi insurgents near Diyala.
According to reports from Iraq, hundreds of members of the Sunni Awakening Councils may have switched allegiance back to the Iraqi insurgency or al Qaeda.
Wikileaks disclosed 391,832 classified U.S. military documents on the Iraq War. Approximately, 58 people were killed with another 40 wounded in an attack on the Sayidat al Nejat church, a Chaldean Catholic church in Baghdad. Responsibility for the attack was claimed by the Islamic State in Iraq organization.
Coordinated attacks in primarily Shia areas struck throughout Baghdad on 2 November, killing approximately 113 and wounding 250 with around 17 bombs.
Iraqi security forces transition towards self-reliance
Preparing to buy $13 billion worth of American arms, the Iraq Defense Ministry intends to transform the country's degraded conventional forces into a state-of-the-art military and become among the world’s biggest customers for American military arms and equipment. Part of the planned purchase includes 140 M1 Abrams main battle tanks. Iraqi crews have already begun training on them. In addition to the $13 billion purchase, the Iraqis have requested 18 F-16 Fighting Falcons as part of a $4.2 billion program that also includes aircraft training and maintenance, AIM 9 Sidewinder air-to-air missiles, laser-guided bombs and reconnaissance equipment. If approved by Congress, the first aircraft could arrive in spring 2013. Under the plan, the first 10 pilots would be trained in the United States.
The Iraqi navy also inaugurated U.S. built Swift Class patrol boat at Umm Qasr, Iraq's main port at the northern end of the gulf. Iraq is to take delivery of 14 more of these $20 million, 50-foot craft before U.S. forces depart. The high-speed vessels' main mission will be to protect the oil terminals at al Basra and Khor al-Amiya through which some 1.7 million barrels a day are loaded into tankers for export. Two U.S. built offshore support vessels, each costing $70 million, were expected to be delivered in 2011.

The United States Department of Defense had issued notification of an additional $100 million proposed sales of arms from the US to Iraq. General Dynamics is to be the prime contractor on a $36 million deal for the supply of ammunition for Iraq’s Abrams M1 A1 tanks. The sale consists of: 14,010 TP-T M831A1 120mm Cartridges; 16,110 TPCSDS-T M865 120mm Cartridges; and 3,510 HEAT-MP-T M830A1 120mm Cartridges. Raytheon is proposed as the prime contractor for a $68 million package of "Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems".
UN lifts restrictions on Iraq
In a move to legitimize the existing Iraqi government, the United Nations lifted the Saddam Hussein-era UN restrictions on Iraq. These included allowing Iraq to have a civilian nuclear program, permitting the participation of Iraq in international nuclear and chemical weapons treaties, as well as returning control of Iraq's oil and gas revenue to the government and ending the Oil-for-Food Programme.
2011: U.S. withdrawal
Muqtada al-Sadr returned to Iraq in the holy city of Najaf to lead the Sadrist movement after being in exile since 2007.
On 15 January 2011, three U.S. troops were killed in Iraq. One of the troops was killed on a military operation in central Iraq, while the other two troops were deliberately shot by one or two Iraqi soldiers during a training exercise.
On 6 June, five U.S. troops were killed in an apparent rocket attack on Camp Victory, located near Baghdad International Airport. A sixth soldier, who was wounded in the attack, died 10 days later of his wounds.
On 29 June, three U.S. troops were killed in a rocket attack on a U.S. base located near the border with Iran. It was speculated that the militant group responsible for the attack was the same one which attacked Camp Victory just over three weeks before. With the three deaths, June 2011, became the bloodiest month in Iraq for the U.S. military since June 2009, with 15 U.S. soldiers killed, only one of them outside combat.
In September, Iraq signed a contract to buy 18 Lockheed Martin F-16 warplanes, becoming the 26th nation to operate the F-16. Because of windfall profits from oil, the Iraqi government is planning to double this originally planned 18, to 36 F-16s. Iraq is relying on the U.S. military for air support as it rebuilds its forces and battles a stubborn Islamist insurgency.
With the collapse of the discussions about extending the stay of any U.S. troops beyond 2011, where they would not be granted any immunity from the Iraqi government, on 21 October 2011, President Obama announced at a White House press conference that all remaining U.S. troops and trainers would leave Iraq by the end of the year as previously scheduled, bringing the U.S. mission in Iraq to an end. The last American soldier to die in Iraq before the withdrawal was killed by a roadside bomb in Baghdad on 14 November.
In November 2011, the U.S. Senate voted down a resolution to formally end the war by bringing its authorization by Congress to an end.
The last U.S. troops withdrew from Iraq on 18 December, although the US embassy and consulates continues to maintain a staff of more than 20,000 including US Marine Embassy Guards and between 4,000 and 5,000 private military contractors. Some of these documents included sanitised, and "covered up", accounts of civilian casualties caused by Coalition Forces. The reports included many references to other incidents involving civilian casualties like the Kunduz airstrike and Nangar Khel incident. The leaked documents also contain reports of Pakistan collusion with the Taliban. According to Der Spiegel, "the documents clearly show that the Pakistani intelligence agency Inter-Services Intelligence (usually known as the ISI) is the most important accomplice the Taliban has outside of Afghanistan."
Pakistan and U.S. tensions
Tensions between Pakistan and the U.S. were heightened in late September after several Pakistan Frontier Corps soldiers were killed and wounded. The troops were attacked by a U.S. piloted aircraft that was pursuing Taliban forces near the Afghan-Pakistan border, but for unknown reasons opened fire on two Pakistan border posts. In retaliation for the strike, Pakistan closed the Torkham ground border crossing to NATO supply convoys for an unspecified period. This incident followed the release of a video allegedly showing uniformed Pakistan soldiers executing unarmed civilians. After the Torkham border closing, Pakistani Taliban attacked NATO convoys, killing several drivers and destroying around 100 tankers.

The Battle of Kandahar was part of an offensive named after the Battle of Bad'r that took place on 13 March 624, between Medina and Mecca. The Battle followed an 30 April announcement that the Taliban would launch their Spring offensive.
On 7 May the Taliban launched a major offensive on government buildings in Kandahar. The Taliban said their goal was to take control of the city. At least eight locations were attacked: the governor's compound, the mayor's office, the NDS headquarters, three police stations and two high schools. The battle continued onto a second day. The BBC's Bilal Sarwary called it "the worst attack in Kandahar province since the fall of the Taliban government in 2001, and a embarrassment for the Western-backed Afghan government."
Death of Osama bin Laden
On 2 May U.S. officials announced that al-Qaeda leader Osama bin Laden had been killed in Operation Neptune Spear, conducted by the CIA and U.S. Navy SEALs, in Pakistan. Crowds gathered outside the White House chanting "USA, USA" after the news emerged.
Withdrawal
On 22 June President Obama announced that 10,000 troops would be withdrawn by the end of 2011 and an additional 23,000 troops would return by the summer of 2012. After the withdrawal of 10,000 U.S. troops, only 80,000 remained.[277] In July 2011 Canada withdrew its combat troops, transitioning to a training role.

2011 U.S.–NATO attack in Pakistan
After Neptune Spear, an accidental, direct attack on Pakistan's armed forces by ISAF forces occurred on 26 November, killing 24 Pakistani soldiers. From 2005 to 2006, the number of suicide attacks, direct fire attacks, and improvised explosive devices all increased. Intelligence documents declassified in 2006 suggested that Al Qaeda, Taliban, Haqqani Network and Hezb-i-Islami sanctuaries had by then increased fourfold in Afghanistan.
The campaign in Afghanistan successfully unseated the Taliban from power, but has been significantly less successful at achieving the primary policy goal of ensuring that Al-Qaeda can no longer operate in Afghanistan.
In January and February 2007, British Royal Marines mounted Operation Volcano to clear insurgents from firing-points in the village of Barikju, north of Kajaki. Other major operations during this period included Operation Achilles (March–May) and Operation Lastay Kulang. The UK Ministry of Defence announced its intention to bring British troop levels in the country up to 7,700 (committed until 2009). Further operations, such as Operation Silver and Operation Silicon, took place to keep up the pressure on the Taliban in the hope of blunting their expected spring offensive.
On 4 March 2007 U.S. Marines killed at least 12 civilians and injured 33 in Shinwar district, Nangrahar, in a U.S. marine response to a bomb ambush. The event became known as the Shinwar Massacre. The 120 member Marine unit responsible for the attack was asked[by whom?] to leave the country, because the incident damaged the unit's relations with the local Afghan population.
Later in March 2007, the US added more than 3,500 troops.
On 12 May 2007, ISAF forces killed Mullah Dadullah. Eleven other Taliban fighters died in the same firefight.
During the summer, NATO forces achieved tactical victories at the Battle of Chora in Orūzgn, where Dutch and Australian ISAF forces were deployed.

On 16 August, eight civilians including a pregnant woman and a baby died when Polish soldiers shelled the village of Nangar Khel, Paktika Province. Seven soldiers have been charged with war crimes.
On 28 October about 80 Taliban fighters were killed in a 24 hour battle in Helmand.
Western officials and analysts estimated the strength of Taliban forces at about 10,000 fighters fielded at any given time. Of that number, only 2,000 to 3,000 were highly motivated, full-time insurgents. The rest were part-timers, made up of alienated, young Afghans, angered by bombing raids or responding to payment. In 2007, more foreign fighters came than ever before, according to officials. Approximately 100 to 300 full-time combatants are foreigners, usually from Pakistan, Uzbekistan, Chechnya, various Arab countries and perhaps even Turkey and western China. They were reportedly more fanatical and violent, often bringing superior video-production or bombmaking expertise.
On 2 November security forces killed a top-ranking militant, Mawlawi Abdul Manan, after he was caught crossing the border. The Taliban confirmed his death. On 10 November the Taliban ambushed a patrol in eastern Afghanistan. This attack brought the U.S. death toll for 2007 to 100, making it the Americans' deadliest year in Afghanistan.
The Battle of Musa Qala took place in December. Afghan units were the principal fighting force, supported by British forces. Taliban forces were forced out of the town.
2008: Reassessment and renewed commitment

Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff, said that while the situation in Afghanistan is "precarious and urgent", the 10,000 additional troops needed there would be unavailable "in any significant manner" unless withdrawals from Iraq are made. However, Mullen stated that "my priorities . . . given to me by the commander in chief are: Focus on Iraq first. It's been that way for some time. Focus on Afghanistan second."
In the first five months of 2008, the number of U.S. troops in Afghanistan increased by over 80% with a surge of 21,643 more troops, bringing the total from 26,607 in January to 48,250 in June. In September 2008, President Bush announced the withdrawal of over 8,000 from Iraq and a further increase of up to 4,500 in Afghanistan.
In June 2008, British prime minister Gordon Brown announced the number of British troops serving in Afghanistan would increase to 8,030 – a rise of 230. The same month, the UK lost its 100th serviceman.
US troops burn a suspected Taliban safe house
On 13 June, Taliban fighters demonstrated their ongoing strength, liberating all prisoners in Kandahar jail. The operation freed 1200 prisoners, 400 of whom were Taliban prisoners of war, causing a major embarrassment for NATO.
On 13 July 2008, a coordinated Taliban attack was launched on a remote NATO base at Wanat in Kunar province. On 19 August, French troops suffered their worst losses in Afghanistan in an ambush. Later in the month, an airstrike targeted a Taliban commander in Herat province and killed 90 civilians.
Late August saw one of NATO's largest operations in Helmand, Operation Eagle's Summit, aiming to bring electricity to the region.
On 3 September, the war spilled onto Pakistani territory for the first time when heavily armed commandos, believed to be U.S. Army Special Forces, landed by helicopter and attacked three houses close to a known enemy stronghold. The attack killed between seven and twenty people. Local residents claimed that most of the dead were civilians. Pakistan condemned the attack, calling the incursion "a gross violation of Pakistan's territory".
On 6 September, in an apparent reaction, Pakistan announced an indefinite disconnection of supply lines.
On 11 September, militants killed two U.S. troops in the east. This brought the total number of U.S. losses to 113, more than in any prior year. Several European countries set their own records, particularly the UK, who suffered 108 casualties.
Taliban attacks on supply lines
In November and December 2008, multiple incidents of major theft, robbery, and arson attacks afflicted NATO supply convoys in Pakistan. Transport companies south of Kabul were extorted for money by the Taliban. These incidents included the hijacking of a NATO convoy carrying supplies in Peshawar, the torching of cargo trucks and Humvees east of the Khyber pass and a half-dozen raids on NATO supply depots near Peshawar that destroyed 300 cargo trucks and Humvees in December 2008.

An unnamed senior Pentagon official told the BBC that at some point between 12 July and 12 September 2008, President Bush issued a classified order authorizing raids against militants in Pakistan. Pakistan said it would not allow foreign forces onto its territory and that it would vigorously protect its sovereignty. In September, the Pakistan military stated that it had issued orders to "open fire" on U.S. soldiers who crossed the border in pursuit of militant forces.
On 25 September 2008, Pakistani troops fired on ISAF helicopters. This caused confusion and anger in the Pentagon, which asked for a full explanation into the incident and denied that U.S. helicopters were in Pakistani airspace.
A further split occurred when U.S. troops apparently landed on Pakistani soil to carry out an operation against militants in the Khyber Pakhtunkhwa Province. 'Pakistan reacted angrily to the action, saying 20 innocent villagers had been killed by US troops'. However, despite tensions, the U.S. increased the use of remotely piloted drone aircraft in Pakistan's border regions, in particular the Federally Administered Tribal Regions (FATA) and Balochistan; as of early 2009, drone attacks were up 183% since 2006.
By the end of 2008, the Taliban apparently had severed remaining ties with al-Qaeda. According to senior U.S. military intelligence officials, perhaps fewer than 100 members of al-Qaeda remained in Afghanistan.
In a meeting with General Stanley McChrystal, Pakistani military officials urged international forces to remain on the Afghan side of the border and prevent militants from fleeing into Pakistan. Pakistan noted that it had deployed 140,000 soldiers on its side of the border to address militant activities, while the coalition had only 100,000 soldiers to police the Afghanistan side.
2009: Southern Afghanistan
Northern Distribution Network
In response to the increased risk of sending supplies through Pakistan, work began on the establishment of a Northern Distribution Network (NDN) through Russia and Central Asian republics. Initial permission to move supplies through the region was given on 20 January 2009, after a visit to the region by General David Petraeus. The first shipment along the NDN route left on 20 February from Riga, Latvia, then traveled 5,169 km (3,212 mi) to the Uzbek town of Termez on the Afghanistan border. In addition to Riga, other European ports included Poti, Georgia and Vladivostok, Russia. U.S. commanders hoped that 100 containers a day would be shipped along the NDN. By comparison, 140 containers a day were typically shipped through the Khyber Pass. By 2011, the NDN handled about 40% of Afghanistan-bound traffic, versus 30% through Pakistan.
On 11 May 2009, Uzbekistan president Islam Karimov announced that the airport in Navoi (Uzbekistan) was being used to transport non-lethal cargo into Afghanistan. Due to the still unsettled relationship between Uzbekistan and the U.S. following the 2005 Andijon massacre and subsequent expulsion of U.S. forces from Karshi-Khanabad airbase, U.S. forces were not involved in the shipments. Instead, South Korea's Korean Air, which overhauled Navoi's airport, officially handled logistics.
Originally only non-lethal resources were allowed on the NDN. In July 2009, however, shortly before a visit by new President Barack Obama to Moscow, Russian authorities announced that U.S. troops and weapons could use the country's airspace to reach Afghanistan.
Human rights advocates were (as of 2009) concerned that the U.S. was again working with the government of Uzbekistan, which is often accused of violating human rights. U.S. officials promised increased cooperation with Uzbekistan, including further assistance to turn Navoi into a regional distribution center for both military and civilian ventures.
Azerbaijan, which sent peacekeeping forces as part of ISAF, also provided airspace and airports. Over one-third of all of the nonlethal equipment including fuel, clothing, and food used by the U.S. military in Afghanistan traveled through Baku at one point.
Increase in U.S. troops
In January, about 3,000 U.S. soldiers from the 3rd Brigade Combat Team of the 10th Mountain Division moved into the provinces of Logar and Wardak. Afghan Federal Guards fought alongside them. The troops were the first wave of an expected surge of reinforcements originally ordered by President Bush and increased by President Obama.
In mid-February, it was announced that 17,000 additional troops would be deployed in two brigades and support troops; the 2nd Marine Expeditionary Brigade of about 3,500 and the 5th Brigade, 2nd Infantry Division, a Stryker Brigade with about 4,000. U.S. commander General McKiernan had called for as many as 30,000 additional troops, effectively doubling the number of troops.
On 23 September, a classified assessment by General McChrystal included his conclusion that a successful counterinsurgency strategy would require 500,000 troops and five years.
In November, Ambassador Karl W. Eikenberry sent two classified cables to Washington expressing concerns about sending more troops before the Afghan government demonstrates that it is willing to tackle the corruption and mismanagement that has fueled the Taliban's rise. Eikenberry, a retired three-star general who in 2006–2007 commanded U.S. troops in Afghanistan, also expressed frustration with the relative paucity of funds set aside for development and reconstruction. In subsequent cables, Eikenberry repeatedly cautioned that deploying sizable American reinforcements would result in "astronomical costs" – tens of billions of dollars – and would only deepen the Afghan government's dependence on the United States.
On 26 November, Karzai made a public plea for direct negotiations with the Taliban leadership. Karzai said there is an "urgent need" for negotiations and made it clear that the Obama administration had opposed such talks. There was no formal US response.
On 1 December, Obama announced at the U.S. Military Academy in West Point that the U.S. would send 30,000 more troops. Antiwar organizations in the U.S. responded quickly, and cities throughout the U.S. saw protests on 2 December.[229] Many protesters compared the decision to deploy more troops in Afghanistan to the expansion of the Vietnam War under the Johnson administration.
Kunduz airstrike
On 4 September, during the Kunduz Province Campaign a devastating NATO air raid was conducted 7 kilometres southwest of Kunduz where Taliban fighters had hijacked civilian supply trucks, killing up to 179 people, including over 100 civilians.
Operation Khanjar and Operation Panther's Claw
On 25 June US officials announced the launch of Operation Khanjar ("strike of the sword"). About 4000 U.S. Marines from the 2nd Marine Expeditionary Brigade and 650 Afghan soldiers participated. Khanjar followed a British-led operation named Operation Panther's Claw in the same region. Officials called it the Marines' largest operation since the 2004 invasion of Fallujah, Iraq. Operation Panther's Claw was aimed to secure various canal and river crossings to establish a long-term ISAF presence.
Initially, Afghan and American soldiers moved into towns and villages along the Helmand River to protect the civilian population. The main objective was to push into insurgent strongholds along the river. A secondary aim was to bring security to the Helmand Valley in time for presidential elections, set to take place on 20 August.
Taliban's gains
According to a 22 December briefing by Major General Michael T. Flynn, the top U.S. intelligence officer in Afghanistan, "The Taliban retains [the] required partnerships to sustain support, fuel legitimacy and bolster capacity." The 23-page briefing states that "Security incidents [are] projected to be higher in 2010." Those incidents were already up by 300 percent since 2007 and by 60 percent since 2008, according to the briefing. NATO intelligence at the time indicated that the Taliban had as many as 25,000 dedicated soldiers, almost as many as before 9/11 and more than in 2005.
On 10 August McChrystal, newly appointed as U.S. commander in Afghanistan, said that the Taliban had gained the upper hand. In a continuation of the Taliban's usual strategy of summer offensives, the militants aggressively spread their influence into north and west Afghanistan and stepped up their attack in an attempt to disrupt presidential polls. Calling the Taliban a "very aggressive enemy", he added that the U.S. strategy was to stop their momentum and focus on protecting and safeguarding Afghan civilians, calling it "hard work".
The Taliban's claim that the over 135 violet incidents disrupting elections was largely disputed. However, the media was asked to not report on any violent incidents. Some estimates reported voter turn out as much less than the expected 70 percent. In southern Afghanistan where the Taliban held the most power, voter turnout was low and sporadic violence was directed at voters and security personnel. The chief observer of the European Union election mission, General Philippe Morillon, said the election was "generally fair" but "not free".
Western election observers had difficulty accessing southern regions, where at least 9 Afghan civilians and 14 security forces were killed in attacks intended to intimidate voters. The Taliban released a video days after the elections, filming on the road between Kabul and Kandahar, stopping vehicles and asking to see their fingers. The video went showed ten men who had voted, listening to a Taliban militant. The Taliban pardoned the voters because of Ramadan. The Taliban attacked towns with rockets and other indirect fire. Amid claims of widespread fraud, both top contenders, Hamid Karzai and Abdullah Abdullah, claimed victory. Reports suggested that turnout was lower than in the prior election.
After Karzai's alleged win of 54 per cent, which would prevent a runoff, over 400,000 Karzai votes had to be disallowed after accusations of fraud. Some nations criticized the elections as "free but not fair".

The surge had been developed under the working title "The New Way Forward" and it was announced in January 2007 by Bush during a television speech. Bush ordered the deployment of more than 20,000 soldiers into Iraq, five additional brigades, and sent the majority of them into Baghdad. He also extended the tour of most of the Army troops in country and some of the Marines already in the Anbar Province area. The President described the overall objective as establishing a "...unified, democratic federal Iraq that can govern itself, defend itself, and sustain itself, and is an ally in the War on Terror." The major element of the strategy was a change in focus for the US military "to help Iraqis clear and secure neighborhoods, to help them protect the local population, and to help ensure that the Iraqi forces left behind are capable of providing the security". The President stated that the surge would then provide the time and conditions conducive to reconciliation among political and ethnic factions.

This brought the number of U.S. brigades in Iraq from 15 to 20. Additionally, 4,000 Marines in Al Anbar had their 7-month tour extended. These included Marines from the 13th Marine Expeditionary Unit, 31st Marine Expeditionary Unit, the 2nd Battalion 4th Marines, the 1st Battalion 6th Marines and the 3rd Battalion, 4th Marines. Most of the 150,000 Army personnel had their 12-month tours extended as well. By July, 2007, the percentage of the mobilized Army deployed to Iraq and Afghanistan was almost 30%; the percentage of the mobilized Marine Corps deployed to Iraq and Afghanistan was 13.5%.[55]
Operations
The plan began with a major operation to secure Baghdad, codenamed Operation Fardh al-Qanoon (Operation Imposing Law), which was launched in February 2007. However, only in mid-June 2007, with the full deployment of the 28,000 additional U.S. troops, could major counter-insurgency efforts get fully under way. Operation Phantom Thunder was launched throughout Iraq on June 16, with a number of subordinate operations targeting insurgents in Diyala province, Anbar province and the southern Baghdad Belts. The additional surge troops also participated in Operation Phantom Strike and Operation Phantom Phoenix, named after the III "Phantom" Corps which was the major U.S. unit in Iraq throughout 2007.
Counterinsurgency strategy
Counterinsurgency strategy in Iraq changed significantly under the command of General Petraeus since the 2007 troop surge began. The newer approach attempted to win the hearts and minds of the Iraqi people through building relationships, preventing civilian casualties and compromising with and even hiring some former enemies. The new strategy was population-centric in that it focused in protecting the population rather than killing insurgents. In implementing this strategy, Petraeus used experienced gained while commanding the 101st Airborne Division in Mosul in 2003. He also explained these ideas extensively in Field Manual 3-24: Counterinsurgency, which he assisted in the writing of while serving as the Commanding General of Fort Leavenworth, Kansas, and the U.S. Army Combined Arms Center (CAC) located there.
Instead of seeing every Iraqi as a potential enemy, the current COIN strategy focuses on building relationships and getting cooperation from the Iraqis against Al Qaeda and minimizing the number of enemies for U.S. forces. The belief is that maintaining a long term presence of troops in a community improves security and allows for relationships and trust to develop between the locals and the U.S. military. Civilian casualties are minimized by carefully measured use of force. This means less bombing and overwhelming firepower, and more soldiers using restraint and even sometimes taking more risk in the process.
Another method of gaining cooperation is by paying locals, including former insurgents, to work as local security forces. Former Sunni insurgents have been hired by the U.S. military to stop cooperating with Al Qaeda and to start fighting against them.
To implement this strategy, troops were concentrated in the Baghdad area (at the time, Baghdad accounted for 50% of all the violence in Iraq).[64] Whereas in the past, Coalition forces isolated themselves from Iraqis by living in large forward operating bases far from population centers,[65] troops during the surge lived among the Iraqis, operating from joint security stations (JSSs) located within Baghdad itself and shared with Iraqi security forces. Coalition units were permanently assigned to a given area so that they could build long-term relationships with the local Iraqi population and security forces.
However, opponents to occupation such as US Army Col. David H. Hackworth (Ret.), asked whether he thought that British soldiers are better at nation-building than the Americans, said "They were very good at lining up local folks to do the job like operating the sewers and turning on the electricity. Far better than us -- we are heavy-handed, and in Iraq we don't understand the people and the culture. Thus we did not immediately employ locals in police and military activities to get them to build and stabilize their nation."
CNN war correspondent Michael Ware, who has reported from Iraq since before the U.S. invasion in 2003 had a similar dim view of occupation saying, "there will be very much mixed reaction in Iraq” to a long-term troop presence, but he added, “what’s the point and will it be worth it?” Mr. Ware contended that occupation could, "ferment further resentment [towards the U.S]."

Security situation
Hostile and Non-Hostile Deaths.
Despite a massive security crackdown in Baghdad associated with the surge in coalition troop strength, the monthly death toll in Iraq rose 15% in March 2007. 1,869 Iraqi civilians were killed and 2,719 were wounded in March, compared to 1,646 killed and 2,701 wounded in February. In March, 165 Iraqi policemen were killed against 131 the previous month, while 44 Iraqi soldiers died compared to 29 in February. US military deaths in March were nearly double those of the Iraqi army, despite Iraqi forces leading the security crackdown in Baghdad. The death toll among insurgent militants fell to 481 in March, compared to 586 killed in February; however, the number of arrests jumped to 5,664 in March against 1,921 in February.
Three months after the start of the surge, troops controlled less than a third of the capital, far short of the initial goal, according to an internal military assessment completed in May 2007. Violence was especially chronic in mixed Shiite-Sunni neighborhoods in western Baghdad. Improvements had not yet been widespread or lasting across Baghdad.

On September 10, 2007, David Petraeus delivered his part of the Report to Congress on the Situation in Iraq. He concluded that "the military objectives of the surge are, in large measure, being met." Sectarian violence.

Al-Sadr's order, to stand down for six months, was distributed to his loyalists following the deaths of more than 50 Shia Muslim pilgrims during fighting in Karbala the day earlier.

The main palace had been home to the 101st Airborne Division Main Command Post, Task Force Olympia CP, 4-11FA of the 172nd SBCT, and the Task Force Freedom CP. The palace served as the last command post for the Multinational Force-Iraqâ??Northwest. U.S. soldiers had spent the summer restoring the palace for the eventual handover.

On 2 March the director of the Baghdad morgue fled Iraq explaining, "7,000 people have been killed by death squads in recent months." The Boston Globe reported that around eight times the number of Iraqis killed by terrorist bombings during March 2006 were killed by sectarian death squads during the same period. A total of 1,313 were killed by sectarian militias while 173 were killed by suicide bombings. The LA Times later reported that about 3,800 Iraqis were killed by sectarian violence in Baghdad alone during the first three months of 2006. During April 2006, morgue numbers show that 1,091 Baghdad residents were killed by sectarian executions.

Another bomb in the Doura neighborhood killed one and wounded three. Mortars fell in Kadmiyah killing one woman and injuring eight people, and in Bayaladat where four were wounded.
Also in the capital, a group of laborers were kidnapped 9 November 2006 morning; five bodies were recovered later in the Doura neighborhood, but at least one other body was found in Baghdad 9 November 2006. Gunmen killed a police colonel and his driver in eastern Baghdad. And just outside of town, police arrested two people in a raid and discovered one corpse.
10 November 2006, Iraqi police recovered 18 bullet-riddled bodies in various neighborhoods around the capital. Police were unable to identify the bodies.
11 November 2006, two bombs planted in an outdoor market in central Baghdad exploded around noon, killing six and wounded 32 people. A car bomb and a roadside bomb were detonated five minutes apart in the market, which is in an area close to Baghdad's main commercial center. The U.S. military said it has put up a $50,000 reward for anyone who helps find an American soldier kidnapped in Baghdad. The 42-year-old Army Reserve specialist, Ahmed K. A suicide bomber killed 40 Iraqis and wounded 70 November 12, 2006 morning outside the national police headquarters' recruitment center in western Baghdad, an emergency police official said. They were among dozens of men waiting to join the police force in the Qadessiya district when a suicide bomber detonated an explosives belt. In central Baghdad, a car bomb and roadside bomb killed four Iraqi civilians and wounded 10 near the Interior Ministry complex. Latifiya: Gunmen killed a truck driver and kidnapped 11 Iraqis after stopping four vehicles at a fake checkpoint south of the capital. At the fake checkpoint in Latifiya, about 25 miles (40 km) south of Baghdad, gunmen took the four vehiclesâ??three minibuses and a truckâ??along with the kidnapped Iraqis. The Iraqisâ??11 men and three womenâ??were driving from Diwaniya to Baghdad for shopping when they were stopped. The gunmen left the three women and kidnapped the 11 men, the official said.
Baqubah: North of the capital near Baquba, a suicide car bomb explosion killed two people at the main gate of a police station in Zaghanya town.
Al-Qaeda
Although Saddam Hussein was accused of having links to Al-Qaeda members, only a few Al-Qaeda members were found hiding in Iraq before the invasion, and all were of lower standings.
On 3 September 2006, Iraq says it has arrested the country's second most senior figure in Al-Qaeda, "severely wounding" an organization the US military says is spreading sectarian violence that could bring civil war. The National Security Adviser Mowaffak al-Rubaie summoned reporters to a hastily arranged news conference to announce that al Qaeda leader Hamid Juma Faris al-Suaidi had been seized some days ago. Hitherto little heard of, and also known as Abu Humam or Abu Rana, Suaidi was captured hiding in a building with a group of followers. "Al-Qaeda in Iraq is severely wounded", Rubaie said. He said Suaidi had been involved in ordering the bombing of the Shi'ite shrine in Samarra in February 2006 that unleashed the wave of tit-for-tat killings now threatening civil war. Iraqi officials blame Al-Qaeda for the attack. The group denies it. Rubaie did not give Suaidi's nationality. He said he had been tracked to the same area north of Baghdad where US forces killed Al-Qaeda's leader Abu Musab al-Zarqawi in June 2006. "He was hiding in a building used by families. He wanted to use children and women as human shields", Rubaie said. Little is publicly known about Suaidi. Rubaie called him the deputy of Abu Ayyub al-Masri, a shadowy figure, probably Egyptian, who took over the Sunni Islamist group from Zarqawi.
The US military says Al-Qaeda is a "prime instigator" of the violence between Iraq's Sunni minority and Shi'ite majority but that U.S. and Iraqi operations have "severely disrupted" it.
A handover ceremony on 2 September 2006 was postponed at the last minute, first to 3 September 2006, then indefinitely, after a dispute emerged between the government and Washington over the wording of a document outlining their armies' new working relationship. "There are some disputes", an Iraqi government source said. "We want thorough control and the freedom to make decisions independently." Abu Ghraib
On 2 September 2006, the Abu Ghraib prison was formally handed over to Iraq's government. The formal transfer was conducted between Major General Jack Gardner, Commander of Task Force 134, and representatives of the Iraqi Ministry of Justice and the Iraqi army.
Iraqi government takes control of the 8th Iraqi Army Division
On 7 September 2006, Prime Minister Nouri al-Maliki signed a document taking control of Iraq's small naval and air forces and the 8th Iraqi Army Division, based in the south. At a ceremony marking the occasion, Gen. George Casey, the top U.S. commander in Iraq stated "From today forward, the Iraqi military responsibilities will be increasingly conceived and led by Iraqis." Previously, the U.S.-led Multi-National Force-Iraq, commanded by Casey, gave orders to the Iraqi armed forces through a joint American-Iraqi headquarters and chain of command. After the handover, the chain of command flows directly from the prime minister in his role as Iraqi commander in chief, through his Defense Ministry to the Iraqi Joint Forces Command. From there, the orders go to Iraqi units on the ground. The other nine Iraqi division remained under U.S. command, with authority gradually being transferred. U.S. military officials said there was no specific timetable for the transition.
Anbar province reported as politically "lost" to U.S. and Iraqi government
On 11 September 2006, it transpired that Colonel Peter Devlin, chief of intelligence for the Marine Corps in Iraq, had filed a secret report, described by those who have seen it as saying that the U.S. and the Iraqi government have been defeated politically in Anbar province. According to The Washington Post, an unnamed Defense Department source described Devlin as saying "there are no functioning Iraqi government institutions in Anbar, leaving a vacuum that has been filled by the insurgent group al-Qaeda in Iraq, which has become the province's most significant political force." The Post said that Devlin is a very experienced intelligence officer whose report was being taken seriously.
The next day, Major General Richard Zilmer, commander of the Marines in Iraq, stated: "We are winning this war... I have never heard any discussion about the war being lost before this weekend."
In the fall of 2006 several Iraqi tribes near Ramadi led by Sheikh Abdul Sattar Abu Risha revolted against various insurgent groups with Al Qaeda in Iraq. They formed the Anbar Awakening and helped turn the tide in favor of the US military.
Two more provinces were transferred to Provincial Iraqi Control in late 2006.
On 21 September 2006, Italian troops handed security control of the Dhi Qar province to Iraqi forces, making Dhi Qar the second of the country's 18 provinces to come under complete local control. A transfer ceremony was carried out in Nasiriyah.

A suicide bomber killed 40 Iraqis and wounded 70 November 12, 2006 morning outside the national police headquarters' recruitment center in western Baghdad, an emergency police official said. They were among dozens of men waiting to join the police force in the Qadessiya district when a suicide bomber detonated an explosives belt. At the fake checkpoint in Latifiya, about 25 miles (40 km) south of Baghdad, gunmen took the four vehiclesâ??three minibuses and a truckâ??along with the kidnapped Iraqis. The Iraqisâ??11 men and three womenâ??were driving from Diwaniya to Baghdad for shopping when they were stopped. The gunmen left the three women and kidnapped the 11 men, the official said.

Al-Qaeda
Although Saddam Hussein was accused of having links to Al-Qaeda members, only a few Al-Qaeda members were found hiding in Iraq before the invasion, and all were of lower standings.
On 3 September 2006, Iraq says it has arrested the country's second most senior figure in Al-Qaeda, "severely wounding" an organization the US military says is spreading sectarian violence that could bring civil war. The National Security Adviser Mowaffak al-Rubaie summoned reporters to a hastily arranged news conference to announce that al Qaeda leader Hamid Juma Faris al-Suaidi had been seized some days ago. Hitherto little heard of, and also known as Abu Humam or Abu Rana, Suaidi was captured hiding in a building with a group of followers. "Al-Qaeda in Iraq is severely wounded", Rubaie said. He said Suaidi had been involved in ordering the bombing of the Shi'ite shrine in Samarra in February 2006 that unleashed the wave of tit-for-tat killings now threatening civil war. Iraqi officials blame Al-Qaeda for the attack. The group denies it. Rubaie did not give Suaidi's nationality. He said he had been tracked to the same area north of Baghdad where US forces killed Al-Qaeda's leader Abu Musab al-Zarqawi in June 2006. "He was hiding in a building used by families. Previously, the U.S.-led Multi-National Force-Iraq, commanded by Casey, gave orders to the Iraqi armed forces through a joint American-Iraqi headquarters and chain of command. After the handover, the chain of command flows directly from the prime minister in his role as Iraqi commander in chief, through his Defense Ministry to the Iraqi Joint Forces Command. From there, the orders go to Iraqi units on the ground. The other nine Iraqi division remained under U.S. command, with authority gradually being transferred. U.S. military officials said there was no specific timetable for the transition.
Anbar province reported as politically "lost" to U.S. and Iraqi government
On 11 September 2006, it transpired that Colonel Peter Devlin, chief of intelligence for the Marine Corps in Iraq, had filed a secret report, described by those who have seen it as saying that the U.S. and the Iraqi government have been defeated politically in Anbar province. According to The Washington Post, an unnamed Defense Department source described Devlin as saying "there are no functioning Iraqi government institutions in Anbar, leaving a vacuum that has been filled by the insurgent group al-Qaeda in Iraq, which has become the province's most significant political force." The Post said that Devlin is a very experienced intelligence officer whose report was being taken seriously.
The next day, Major General Richard Zilmer, commander of the Marines in Iraq, stated: "We are winning this war... I have never heard any discussion about the war being lost before this weekend."
In the fall of 2006 several Iraqi tribes near Ramadi led by Sheikh Abdul Sattar Abu Risha revolted against various insurgent groups with Al Qaeda in Iraq. They formed the Anbar Awakening and helped turn the tide in favor of the US military.
Two more provinces were transferred to Provincial Iraqi Control in late 2006.
On 21 September 2006, Italian troops handed security control of the Dhi Qar province to Iraqi forces, making Dhi Qar the second of the country's 18 provinces to come under complete local control. A transfer ceremony was carried out in Nasiriyah.

In early 2007 US and Iraqi tribal forces secured Ramadi, as well as other cities such as Hit, Haditha, Rutbah, and Al Qaim. During the summer the US turned its attention to eastern Anbar and secured the cities of Fallujah and Al-Karmah.

The main palace had been home to the 101st Airborne Division Main Command Post, Task Force Olympia CP, 4-11FA of the 172nd SBCT, and the Task Force Freedom CP. The palace served as the last command post for the Multinational Force-Iraqâ??Northwest. U.S. soldiers had spent the summer restoring the palace for the eventual handover.
Maj. Gen. Thomas R. Turner II, commanding general, Task Force Band of Brothers stated at a ceremony marking the occasion "The turnover of Forward Operating Base Courage is one of the larger efforts towards empowering the Iraqi people and represents an important step in achieving Iraqi self-reliance...The gains made during the past three years demonstrate that the provincial government, the Iraqi Army and the Iraqi Police are increasing their capabilities to take the lead for their nationâ??s security." "Insurgents and terrorists are hitting back in an attempt to offset the success of the Iraqi government and its security forces", Maj Gen William Caldwell told reporters. After meeting Iraqi Defence Minister Abdul-Qader Mohammed Jassim al-Mifarji, UK Defence Minister Des Browne said Iraq was moving forward. "Each time I come, I see more progress", he said.

Gunmen killed a police colonel and his driver in eastern Baghdad. And just outside of town, police arrested two people in a raid and discovered one corpse.

According to The Washington Post, an unnamed Defense Department source described Devlin as saying "there are no functioning Iraqi government institutions in Anbar, leaving a vacuum that has been filled by the insurgent group al-Qaeda in Iraq, which has become the province's most significant political force." The Post said that Devlin is a very experienced intelligence officer whose report was being taken seriously.
The next day, Major General Richard Zilmer, commander of the Marines in Iraq, stated: "We are winning this war... I have never heard any discussion about the war being lost before this weekend."
In the fall of 2006 several Iraqi tribes near Ramadi led by Sheikh Abdul Sattar Abu Risha revolted against various insurgent groups with Al Qaeda in Iraq. They formed the Anbar Awakening and helped turn the tide in favor of the US military.
Two more provinces were transferred to Provincial Iraqi Control in late 2006.
On 21 September 2006, Italian troops handed security control of the Dhi Qar province to Iraqi forces, making Dhi Qar the second of the country's 18 provinces to come under complete local control. A transfer ceremony was carried out in Nasiriyah.

In early 2007 US and Iraqi tribal forces secured Ramadi, as well as other cities such as Hit, Haditha, Rutbah, and Al Qaim. During the summer the US turned its attention to eastern Anbar and secured the cities of Fallujah and Al-Karmah.

Bush's remark that "this crusade, this war on terrorism, is going to take a while", which prompted widespread criticism from the Islamic world, may also have contributed to the renaming of the operation.

The term "OEF" typically refers to the war in Afghanistan. Other operations, such as the Georgia Train and Equip Program, are only loosely or nominally connected to OEF, such as through government funding vehicles. All the operations, however, have a focus on counterterrorism activities.
Operation Enduring Freedom – Afghanistan, which is a joint U.S., U.K. and Afghan operation, is separate from the International Security Assistance Force (ISAF), which is an operation of North Atlantic Treaty Organization nations including the U.S. and U.K. The two operations run in parallel, and although it has been intended that they merge for some time, this has not yet happened.
Overview
In response to the attacks of 11 September, the early combat operations that took place on 7 October 2001 to include a mix of strikes from land-based B-1 Lancer, B-2 Spirit and B-52 Stratofortress bombers, carrier-based F-14 Tomcat and F/A-18 Hornet fighters, and Tomahawk cruise missiles launched from both U.S. and British ships and submarines signaled the start of Operation Enduring Freedom – Afghanistan (OEF-A).
The initial military objectives of OEF-A, as articulated by President George W. Bush in his 20 September Address to a Joint Session of Congress and his 7 October address to the country, included the destruction of terrorist training camps and infrastructure within Afghanistan, the capture of al-Qaeda leaders, and the cessation of terrorist activities in Afghanistan."
In January 2002, over 1,200 soldiers from the United States Special Operations Command Pacific (SOCPAC) deployed to the Philippines to support the Armed Forces of the Philippines (AFP) in their push to uproot terrorist forces on the island of Basilan. Of those groups included are Abu Sayyaf Group (ASG), al-Qaeda and Jemaah Islamiyah.[8] The operation consisted of training the AFP in counter-terrorist operations as well as supporting the local people with humanitarian aid in Operation Smiles.
In October 2002, the Combined Task Force 150 and United States military Special Forces established themselves in Djibouti at Camp Lemonnier. The stated goals of the operation were to provide humanitarian aid and patrol the Horn of Africa to reduce the abilities of terrorist organizations in the region. Similar to OEF-P, the goal of humanitarian aid was emphasised, ostensibly to prevent militant organizations from being able to take hold amongst the population as well as reemerge after being removed.
The military aspect involves coalition forces searching and boarding ships entering the region for illegal cargo as well as providing training and equipment to the armed forces in the region. The humanitarian aspect involves building schools, clinics and water wells to enforce the confidence of the local people.
Since 2001, the cumulative expenditure by the U.S. government on Operation Enduring Freedom has exceeded $150 billion.

Iraqi dictator Saddam Hussein and hard-line Iraqi nationalists had always believed Kuwait should be part of Iraq, but nationalist propaganda aside, acquiring control of Kuwait’s oil fields was Hussein’s primary interest. In addition, control of Kuwait represented a strategic military objective should Iraq be forced into a war with its western-friendly Arab neighbors. Hussein calculated incorrectly that the United States and the United Nations, who were closely tracking Iraq’s military buildup along Kuwait’s borders, would not try to stop him. However, when Iraqi ground forces entered Kuwait on August 2, 1990, President Bush immediately proclaimed that the invasion “would not stand” and vowed to help Saudi Arabia and Kuwait in their efforts to force the Iraqis from Kuwaiti land.
On November 29, 1990, the United Nations Security Council authorized the use of “all means necessary” to remove Hussein’s forces from Kuwait, giving Iraq the deadline of midnight on January 16, 1991, to leave or risk forcible removal. After negotiations between U.S. Secretary of State James Baker and Iraq’s foreign minister, Tariq Aziz, failed, Congress authorized President Bush to use American troops in the coming conflict.

Therefore, after weeks of massing troops along the Iraq-Kuwait border and accusing Kuwait of various crimes, Hussein sent seven divisions of the Iraqi Army into Kuwait in the early morning hours of 2 August 1990. The invasion force of 120,000 troops and 2,000 tanks quickly overwhelmed Iraq's neighbor to the south, allowing Hussein to declare, in less than a week, that Kuwait was his nation's nineteenth province. The United Nations responded quickly, passing a series of resolutions that condemned the invasion, called for an immediate withdrawal of Iraqi troops from Kuwait, imposed a financial and trade embargo on Iraq, and declared the annexation void.
Regarding Iraq's actions as a threat to a vital interest of the US, namely the oil production capability of the Persian Gulf region, President George Bush ordered warplanes and ground forces to Saudi Arabia after obtaining King Fahd's approval. Iraqi troops had begun to mass along the Saudi border, breaching it at some points, and indicating the possibility that Hussein's forces would continue south into Saudi Arabia's oil fields. Operation DESERT SHIELD, the US military deployment to first defend Saudi Arabia grew rapidly to become the largest American deployment since the Southeast Asia Conflict. The Gulf region was within US Central Command's (CENTCOM) area of responsibility. Eventually, 30 nations joined the military coalition arrayed against Iraq, with a further 18 countries supplying economic, humanitarian, or other type of assistance.
Carriers in the Gulf of Oman and the Red Sea responded, US Air Force interceptors deployed from bases in the United States, and airlift transports carried US Army airborne troopers to Saudi Arabia. Navy prepositioning ships rushed equipment and supplies for an entire marine brigade from Diego Garcia in the Indian Ocean to the gulf. During the next six months the United States and its allies built up a powerful force in the Arabian peninsula. The navy also began maritime intercept operations in support of a US-led blockade and United Nations sanctions against Iraq.
Coalition forces, specifically XVIII Airborne Corps and VII Corps, used deception cells to create the impression that they were going to attack near the Kuwaiti boot heel, as opposed to the "left hook" strategy actually implemented. XVIII Airborne Corps set up "Forward Operating Base Weasel" near the boot heel, consisting of a phony network of camps manned by several dozen soldiers. Using portable radio equipment, cued by computers, phony radio messages were passed between fictitious headquarters. In addition, smoke generators and loudspeakers playing tape-recorded tank and truck noises were used, as were inflatable Humvees and helicopters.
