Operation VICTOR III
The primary objectives were to complete the isolation of the central Philippine islands of Panay, Negros, Cebu and Bohol and to expand the range of Allied air operations. Aircraft based at Palawan could conduct interdiction missions as far as Indochina and cut off Japanese sea lanes in the South China Sea, while planes flying from Zamboanga and the islands in Sulu also could reach Japanese oil installations on Borneo. Gen. Eichelberger chose the 41st Infantry Division of Maj. Gen. Jens A. Doe to conduct the Palawan, Zamboanga and Sulu operations.
Like most of the Philippine Islands, Palawan was an inhospitable site for an invading force. Well over 200 mi (320 km) in length and up to 30 mi (48 km) wide, the numerous reefs, sand banks, and mangrove swamps of the island's coast offered few suitable landing sites. Farther inland, the coastal plain gave way to heavily forested mountains that offered great defensive potential to Japanese forces. The 186th Regimental Combat Team of Brig. Gen. Harold H. Haney—the assistant 41st Division commander—was the principal combat unit entrusted by Gen. Doe to carry out the Palawan invasion.
A naval task force of cruisers and destroyers from the 7th Fleet under Vice Admiral Thomas C. Kinkaid—which was Gen. Macarthur's naval command—would protect the landing forces on their movements to shore and then remain to provide gunfire as needed. Troops and supplies would be actually carried by elements drawn from a 7th Fleet component command, the VII Amphibious Force under Rear Adm. Daniel E. Barbey. The Palawan landings were to be undertaken by the assigned amphibious task force of Rear Adm. William M. Fechteler.
Battle
After two days of punitive air strikes by the U.S. 13th Air Force and a fierce naval bombardment by 7th Fleet warships offshore, the first assault wave from the 186th Regimental Combat Team began moving ashore at Puerto Princesa on the morning of 28 February, under the eyes of Gen. Eichelberger, who watched from a B-17 heavy bomber flying overhead.
As expected, the absence of suitable landing areas slowed the largely unopposed unloading operation, but the process would have been even slower if not for the outstanding efficiency of the Army Shore Party and Boat Company from the 2nd Engineer Special Brigade, units who ably supervised and managed the movement of troops and supplies at the beach landings.
The men of the 186th RCT quickly fanned out, with two battalions striking north along the eastern side of Puerto Princesa Harbor while a third battalion crossed the bay at its midpoint and then pushed north, but then as the first day progressed, it became clear to the invading American troops that the Japanese troops—holdovers from Lt. Gen. Susaku Suzuki's 35th Army—would not put up a fight at Puerto Princesa and had withdrawn into the hills to the northwest.
More disturbing was the revelation of a massacre of approximately 150 American prisoners of war the previous December. The presence of a passing Allied convoy made the alarmed Japanese believe that an invasion was imminent and had herded their prisoners into air-raid shelters, subsequently setting the shelters afire and shooting prisoners who tried to escape. A few men miraculously survived immolation and escaped the shooting. Sheltered by natives until the Americans landed, they emerged during the battle to tell their horrifying tale, which only hardened American resolve to end Japanese rule over the island.
The 186th RCT encountered little opposition until its third day ashore on 3 March when fierce fighting erupted as soldiers entered the hills that lay about 10 mi (16 km) north of the harbor. Five days of savage combat eliminated the strongly defended Japanese pockets. In the weeks that followed, Gen. Eichelberger also directed smaller units of the 186th RCT to seize the small islands situated to the northern and southern parts of Palawan. On 9 March, a 186th RCT reconnaissance team landed on Dumaran Island to the northeast of Palawan and found it unoccupied. Then on 9 April a month later, Company F, 186th Infantry, landed on Busuanga Island, killed 10 Japanese, and reported the island secured. Subsequently, the regiment also seized nearby Culion and Coron. To the south, parties from the 2nd Battalion landed on Balabac on 16 April and at Pandanan on 22 April. Both landings were unopposed.
Aftermath
Casualties on Palawan were unbalanced. U.S. Army forces lost 12 killed and 56 wounded, while Japanese dead numbered almost 900 and another 140 wounded, which were approximately ½ of the Palawan garrison.
Mopping up activities on Palawan lasted until late April, when the remaining Japanese simply withdrew farther into the trackless mountain jungles of Palawan—a pattern that repeated during all of the major operations in the southern Philippines—after which many were stalked and killed by U.S. troops and Filipino guerrillas.
Meanwhile, airfield construction began almost immediately on Palawan. Although marshy soil conditions slowed the engineers' progress, American fighter planes were using the Puerto Princesa airstrip by late March 1945. Construction of an all-weather runway for heavy bombers came too late to support Eichelberger's next operation, but it subsequently was used to interdict Japanese supply lines in the South China Sea and support the Borneo operations that began in May 1945.... The campaign for Mindanao posed the greatest challenge for the liberating American forces, primarily for three reasons: the island's inhospitable geography; the extended Japanese defenses; and the strength and condition of the Japanese forces, which contained the significantly remaining concentration of combat troops in the Philippines.
Like most of the Philippine Islands and other similar places the U.S. Army operated elsewhere in the Pacific, the geographical conditions of Mindanao, the second largest island in the Philippines, offered very little inspiration for soldiers who would have to fight there. It boasted a long and irregular coastline, the inland topography generally characterized as rugged and mountainous. Rain forests and numerous crocodile-infested rivers covered the terrain, the rest by either lake, swamp or grassland. These grassland regions—along with dense groves of abacá trees, source of hemp fiber—offer the worst obstacles which limit vision and sapping the strength of soldiers who would have to force their way through.
The few roads in Mindanao further complicated the problem of movement. Two of these, was the generously named Highway 1, which cuts across the southern portion of the island, from just south of Parang on Illana Bay in the west to Digos on the Davao Gulf in the east and then north to Davao. The other, Sayre Highway the main north-south road, starts at Kabacan, midway between Illana Bay and Davao Gulf, then runs north through the mountains of Bukidnon and Macajalar Bay (off Misamis Oriental Province) on the northern coast.
The strongest of the Japanese defenses were concentrated around the Davao Gulf area, which was heavily mined to counter an amphibious landing, and in Davao City, the island's largest and most important city. Artillery and anti-aircraft batteries extensively ringed the coastal shoreline defenses. Believing that the Americans would ultimately attack from Davao Gulf and also anticipating that they would be eventually driven from the city, the Japanese also prepared defensive bunkers inland behind its perimeter where they could retire and regroup, with the intention of prolonging the campaign as much as possible.
Operation VICTOR V
On 10 March 1945, the U.S. Eighth Army—under Lt. Gen. Robert L. Eichelberger—was formally ordered by Gen. Douglas MacArthur to clear the rest of Mindanao, with the start of Operation VICTOR V, with expectations that the campaign would take four months. Eichelberger had misgivings about the projected timetable for the operation, but nonetheless, his Eighth Army staffers came up with a more effective plan.
Instead of the expected headlong frontal assault on the Japanese defenses, the plan called for securing a beachhead at Illana Bay in the undefended west, then a drive eastward more than a 100 mi (160 km) through jungle and mountains to strike from the rear. The objective, which called for achieving surprise and pressing forward quickly and aggressively by the invading forces, deemed Eichelberger, could unhinge the Japanese both physically and psychologically. The key to the operation's success involved the beachhead performance of the landing force and the ability of the participating units to maintain the momentum of their attack, preempting Japanese reactions, and hopefully before the rainy season started which would complicate movement in the island.
Ground operations were assigned to X Corps under Maj. Gen. Franklin C. Sibert, with Maj. Gen. Roscoe B. Woodruff's 24th Infantry Division and Maj. Gen. Clarence A. Martin's 31st Infantry Division as principal combat units. Amphibious Task Group 78.2 (TG 78.2)—under Rear Adm. Albert G. At the end of August Marshal Foch had submitted plane to the national commanders for a final offensive along the entire Western Front, with the objective of driving the enemy out of France before winter and ending the war in the spring of 1919. The basis for his optimism was the success of Allied attacks all along the front in August. Furthermore, he pointed out, the Allies already had active operations in progress between the Moselle and Meuse, the Oise and Aisne, and on the Somme and Lys Rivers. Foch acknowledged that the Germans could stave off immediate defeat by an orderly evacuation combined with destruction of materiel and communications. Therefore the overall aim of the fall offensive would be to prevent a step-by-step enemy retirement. As Foch anticipated, the Germans eventually contributed to the success of his strategy. Their High Command could not bring itself to sacrifice the huge stores collected behind the front lines, and so delayed the withdrawal of its armies.
Foch's great offensive, planned to begin in the last week of September, called for a gigantic pincers movement with the objective of capturing Aulnoye and Mézières, the two key junctions in the lateral rail system behind the German front. Lose of either of these junctions would hamper seriously the German withdrawal. Despite grumbling from the English that they lacked the necessary manpower, a chiefly British army was assigned the teak of driving toward Aulnoye. The A.E.F. was designated for the southern arm of the pincers, the thrust on Mézières. Simultaneously the Belgian-French-British army group in Flanders would drive toward Ghent, and the French armies in the Oise-Aisne region would exert pressure all along their front to lend support to the pincers attack.
Pershing decided to strike his heaviest blow in a zone about 20 miles wide between the Heights of the Meuse on the east and the western edge of the high, rough, and densely wooded Argonne Forest. This is difficult terrain, broken by a central north-south ridge that dominates the valleys of the Meuse and Aire Rivers. Three heavily fortified places-Montfaucon, Cunel, and Barricourt-as well as numerous strong points barred the way to penetration of the elaborate German defenses in depth that extended behind the entire front. This fortified system consisted of three main defense lines backed up by a fourth line less well-constructed. Pershing hoped to launch an attack with enough momentum to drive through these lines into the open area beyond, where his troops could then strike at the exposed German flanks and, in a coordinated drive with the French Fourth Army coming up on the left, could cut the Sedan- Mézières railroad.
The task of assembling troops in the concentration area between Verdun and the Argonne was complicated by the fact that many American unite were currently engaged in the St. Mihiel battle. Some 600,000 Americans had to be moved into the Argonne sector while 220,000 French moved out. Responsibility for solving this tricky logistical problem fell to Col. George C. Marshall, Assistant Chief of Staff, G-3 (Operations), First Army. In the ten-day period after St. Mihiel the necessary troop movements were accomplished, but many untried divisions had to be placed in the vanguard of the attacking forces.
On the 20-mile Meuse-Argonne front where the main American attack w to be made, Pershing disposed three corps side by side, each with three divisions in line and one in corps reserve. In the center was the V Corps (from right to left the 79th, 37th, and 91st Divisions with the 32d in reserve), which would strike the decisive blow. On the right was the III Corps (from right to left the 33d, 80th, and 4th Divisions with the 3d in reserve), which would move up the west aide of the Meuse. On the left was the I Corps (from right to left the 35th, 28th, and 77th Divisions with the 92d in reserve), which would advance parallel to the French Fourth Army on its left. Eastward across the Meuse the American front extended in direct line some 60 miles; this sector was held by two French Corps (IV and II Colonial) and the American IV Corps in the St. Mihiel sector. Pershing had available to support his offensive nearly 4000 guns, two-thirds manned by American artillerymen; 190 light French tanks, mostly with American personnel; and some 820 aircraft, 600 of them flown by Americans.
The Meuse-Argonne Offensive falls into three phases. During the initial phase (26 September-3-October) the First Army advanced through most of the southern Meuse-Argonne region, captured enemy strong points, seized the first two German defense lines, and then stalled before the third line. Failure of tank support, a difficult supply situation, and the inexperience of American troops all contributed to checking its advance.
In the second phase (4-31 October) the First Army, after the inexperienced divisions had been replaced by veteran units, slowly ground its way through the third German line. The enemy was forced to throw in reserves, drawn from other parts of the front, thus aiding the Allied advances elsewhere. In the face of a stubborn defense, American gains were limited and casualties were severe, especially as a result of the newly devised enemy tactic of attacking frontline troops with airplanes. First Army air unite retaliated with bombing raids which broke up German preparations for counterattacks. By the end of October the enemy had been cleared from the Argonne and First Army troops were through the German main positions. Two notable incidents of this phase of the campaign were the fight of the "Lost Battalion" of the 77th Division (2-7 October), and the feat of Corp. (later Sgt.) Alvin C. York, who single-handedly killed 15 Germans and captured 132 on 8 October.
In mid-October the organization of the Second Army was completed, at Toul in the St. Mihiel sector, to provide means for better control of the lengthening American front and solutions of the diverse tactical problems that it presented. Pershing assumed command of the new army group thus formed.
Before the third and final phase (1-11 November) of the offensive got under way, many of the exhausted divisions of the First Army were replaced, roads were built or repaired, supply was improved, and most Allied units serving with the A.E.F. were withdrawn. On 1 November First Army units began the assault of the now strengthened German fourth line of defense. Penetration was rapid and spectacular. The V Corps in the center advanced about six miles the first day, compelling the German units west of the Meuse to withdraw hurriedly. On 4 November the III Corps forced a crossing of the Meuse and advanced northeast toward Montmédy. Elements of the V Corps occupied the heights opposite Sedan on 7 November, thus finally accomplishing the First Army's chief mission-denial of the Sedan- Mézières railroad to the Germans. Marshal Foch, at this juncture, shifted the First Army left boundary eastward so that the French Fourth Army might capture Sedan, which had fallen to the Prussians in 1870. American units were closing up along the Mouse and, east of the river, were advancing toward Montmédy, Briny, and Metz, when hostilities ended on 11 November.
General Pershing authorized the results of the Meuse-Argonne Campaign, the greatest battle in American history up to that time, in his Final Report: "Between September 26 and November 11, 22 American and 4 French divisions, on the front extending from southeast of Verdun to the Argonne Forest, had engaged and decisively beaten 47 different German divisions, representing 25 percent of the enemy's entire divisional strength on the western front.

The United States Navy issued the Mexican Service Medal to members of the Navy and Marines who participated in any of the above actions, as well as to service members who served aboard U.S. naval vessels patrolling Mexican waters between April 21 and November 26, 1914, or between March 14, 1916, and February 7, 1917.
The Mexican Service Medal was also awarded to any service member who was wounded or killed while participating in action any against hostile Mexican forces between April 12, 1911 and February 7, 1917.
Although a single decoration, both the Army and Navy issued two different versions of the Mexican Service Medal. The Army Mexican Service Medal displayed an engraving of a yucca plant, while the Navy version depicts the San Juan de Ulúa fortress in Veracruz harbor. Both medals displayed the annotation "1911 - 1917" on the bottom of the medal.
The Mexican Service Medal was a one time decoration and there were no service stars authorized for those who had participated in multiple engagements. For those Army members who had been cited for gallantry in combat, the Citation Star was authorized as a device to the Mexican Service Medal. There were no devices authorized for the Navy's version of the decoration.
