The operation was originally called "Operation Infinite Justice", but as similar phrases have been used by adherents of several religions as an exclusive description of God, it is believed to have been changed to avoid offense to Muslims, who are the majority religion in Afghanistan. U.S. President George W. Bush's remark that "this crusade, this war on terrorism, is going to take a while", which prompted widespread criticism from the Islamic world, may also have contributed to the renaming of the operation.

The term "OEF" typically refers to the war in Afghanistan. Other operations, such as the Georgia Train and Equip Program, are only loosely or nominally connected to OEF, such as through government funding vehicles. All the operations, however, have a focus on counterterrorism activities.
Operation Enduring Freedom – Afghanistan, which is a joint U.S., U.K. and Afghan operation, is separate from the International Security Assistance Force (ISAF), which is an operation of North Atlantic Treaty Organization nations including the U.S. and U.K. The two operations run in parallel, and although it has been intended that they merge for some time, this has not yet happened.
Overview
In response to the attacks of 11 September, the early combat operations that took place on 7 October 2001 to include a mix of strikes from land-based B-1 Lancer, B-2 Spirit and B-52 Stratofortress bombers, carrier-based F-14 Tomcat and F/A-18 Hornet fighters, and Tomahawk cruise missiles launched from both U.S. and British ships and submarines signaled the start of Operation Enduring Freedom – Afghanistan (OEF-A).
The initial military objectives of OEF-A, as articulated by President George W. Bush in his 20 September Address to a Joint Session of Congress and his 7 October address to the country, included the destruction of terrorist training camps and infrastructure within Afghanistan, the capture of al-Qaeda leaders, and the cessation of terrorist activities in Afghanistan."
In January 2002, over 1,200 soldiers from the United States Special Operations Command Pacific (SOCPAC) deployed to the Philippines to support the Armed Forces of the Philippines (AFP) in their push to uproot terrorist forces on the island of Basilan. Of those groups included are Abu Sayyaf Group (ASG), al-Qaeda and Jemaah Islamiyah.[8] The operation consisted of training the AFP in counter-terrorist operations as well as supporting the local people with humanitarian aid in Operation Smiles.
In October 2002, the Combined Task Force 150 and United States military Special Forces established themselves in Djibouti at Camp Lemonnier. The stated goals of the operation were to provide humanitarian aid and patrol the Horn of Africa to reduce the abilities of terrorist organizations in the region. Similar to OEF-P, the goal of humanitarian aid was emphasised, ostensibly to prevent militant organizations from being able to take hold amongst the population as well as reemerge after being removed.
The military aspect involves coalition forces searching and boarding ships entering the region for illegal cargo as well as providing training and equipment to the armed forces in the region. The humanitarian aspect involves building schools, clinics and water wells to enforce the confidence of the local people.
Since 2001, the cumulative expenditure by the U.S. government on Operation Enduring Freedom has exceeded $150 billion.

In July 2010, a U.S. Army report read: "It seems to always be this way when we go there [to meet civilians]. No one wants anything to do with us." A report on meeting up with school representatives mentioned students throwing rocks at soldiers and not welcoming their arrival, as had been reported on several occasions elsewhere. President Zardari said that Pakistan had spent over 35 billion U.S. dollars during the previous eight years fighting against militancy. According to the Afghan government, approximately 900 Taliban were killed in operations conducted during 2010. Due to increased use of IEDs by insurgents the number of injured coalition soldiers, mainly Americans, significantly increased. Beginning in May 2010 NATO special forces began to concentrate on operations to capture or kill specific Taliban leaders. As of March 2011, the U.S. military claimed that the effort had resulted in the capture or killing of more than 900 low- to mid-level Taliban commanders. Overall, 2010 saw the most insurgent attacks of any year since the war began, peaking in September at more than 1,500. Insurgent operations increased "dramatically" in two-thirds of Afghan provinces.
Troop surge
Deployment of additional U.S. troops continued in early 2010, with 9,000 of the planned 30,000 in place before the end of March and another 18,000 expected by June, with the 101st Airborne Division as the main source. U.S. troops in Afghanistan outnumbered those in Iraq for the first time since 2003.
The CIA, following a request by General McChrystal, planned to increase teams of operatives, including elite SAD officers, with U.S. military special operations forces. This combination worked well in Iraq and was largely credited with the success of that surge. The CIA also increased its campaign using Hellfire missile strikes on Al-Qaeda in Pakistan. The number of strikes in 2010, 115, more than doubled the 50 drone attacks that occurred in 2009.
The surge in troops supported a sixfold increase in Special Forces operations. 700 airstrikes occurred in September 2010 alone versus 257 in all of 2009. From July 2010 to October 2010, 300 Taliban commanders and 800 foot soldiers were killed. Hundreds more insurgent leaders were killed or captured as 2010 ended. Petraeus said, "We've got our teeth in the enemy's jugular now, and we're not going to let go."
The CIA created Counter-terrorism Pursuit Teams (CTPT) staffed by Afghans at the war's beginning. This force grew to over 3,000 by 2010 and was considered one of the "best Afghan fighting forces". Firebase Lilley was one of SAD's nerve centers. These units were not only effective in operations against the Taliban and al-Qaeda forces in Afghanistan, but have expanded their operations into Pakistan. They were also important factors in both the "counterterrorism plus" and the full "counter-insurgency" options discussed by the Obama administration in the December 2010 review.
Wikileaks disclosure
On 25 July 2010, the release of 91,731 classified documents from the Wikileaks organization was made public. The documents cover U.S. military incident and intelligence reports from January 2004 to December 2009. Some of these documents included sanitised, and "covered up", accounts of civilian casualties caused by Coalition Forces. The reports included many references to other incidents involving civilian casualties like the Kunduz airstrike and Nangar Khel incident. The leaked documents also contain reports of Pakistan collusion with the Taliban. According to Der Spiegel, "the documents clearly show that the Pakistani intelligence agency Inter-Services Intelligence (usually known as the ISI) is the most important accomplice the Taliban has outside of Afghanistan."
Pakistan and U.S. tensions
Tensions between Pakistan and the U.S. were heightened in late September after several Pakistan Frontier Corps soldiers were killed and wounded. The troops were attacked by a U.S. piloted aircraft that was pursuing Taliban forces near the Afghan-Pakistan border, but for unknown reasons opened fire on two Pakistan border posts. In retaliation for the strike, Pakistan closed the Torkham ground border crossing to NATO supply convoys for an unspecified period. This incident followed the release of a video allegedly showing uniformed Pakistan soldiers executing unarmed civilians. After the Torkham border closing, Pakistani Taliban attacked NATO convoys, killing several drivers and destroying around 100 tankers.

Battle of Kandahar
The Battle of Kandahar was part of an offensive named after the Battle of Bad'r that took place on 13 March 624, between Medina and Mecca. The Battle followed an 30 April announcement that the Taliban would launch their Spring offensive.
On 7 May the Taliban launched a major offensive on government buildings in Kandahar. The Taliban said their goal was to take control of the city. At least eight locations were attacked: the governor's compound, the mayor's office, the NDS headquarters, three police stations and two high schools. The battle continued onto a second day. The BBC's Bilal Sarwary called it "the worst attack in Kandahar province since the fall of the Taliban government in 2001, and a embarrassment for the Western-backed Afghan government."
Death of Osama bin Laden
On 2 May U.S. officials announced that al-Qaeda leader Osama bin Laden had been killed in Operation Neptune Spear, conducted by the CIA and U.S. Navy SEALs, in Pakistan. Crowds gathered outside the White House chanting "USA, USA" after the news emerged.
Withdrawal
On 22 June President Obama announced that 10,000 troops would be withdrawn by the end of 2011 and an additional 23,000 troops would return by the summer of 2012. After the withdrawal of 10,000 U.S. troops, only 80,000 remained.[277] In July 2011 Canada withdrew its combat troops, transitioning to a training role.
Following suit, other NATO countries announced troop reductions. The United Kingdom stated that it would gradually withdraw its troops, however it did not specify numbers or dates. France announced that it would withdraw roughly 1,000 soldiers by the end of 2012, with 3,000 soldiers remaining. Hundreds would come back at the end of 2011 and in the beginning of 2012, when the Afghan National Army took control of Surobi district. The remaining troops would continue to operate in Kapisa. Their complete withdrawal was expected by the end of 2014 or earlier given adequate security.
Belgium announced that half of their force would withdraw starting in January 2012. Norway announced it had started a withdrawal of its near 500 troops and would be completely out by 2014. Equally, the Spanish Prime Minister announced the withdrawal of troops beginning in 2012, including up to 40 percent by the end of the first half of 2013, and complete withdrawal by 2014.
2011 U.S.–NATO attack in Pakistan
After Neptune Spear, an accidental, direct attack on Pakistan's armed forces by ISAF forces occurred on 26 November, killing 24 Pakistani soldiers. Pakistan blocked NATO supply lines and ordered Americans to leave Shamsi Airfield. NATO Secretary General Anders Fogh Rasmussen said the attack was 'tragic' and 'unintended'. The Ar Ramadi palace complex has undergone an extreme transformation since the 3d Armored Cavalry Regiment arrived. The opulent palace complex that once was home to balls and affluent guests of Saddam Hussein is now the Regimental Headquarters, otherwise known as Rifles Base.
In early May 2003, after perilous convoys and desolate campsites, the soldiers and attachments of the 3rd Armored Cavalry Regiment from Fort Carson, Colo., finally reached Ar Ramadi, otherwise known as Rifles Base. The spacious grounds were slowly changed from a luxurious getaway spot to a functional operations center by the soldiers of the 3rd ACR Headquarters and support detachments. Most soldiers agree that the living conditions have improved greatly from their last stop at Tactical Assembly Area Rifles. Each minor improvement brings increased morale and increases the fighting capabilities of the troops. Already, many soldiers have fired up their generators and begun movie nights, while others read recent letters from home. While it is not a permanent home and one must remain on guard, soldiers at the Northern palace in Ar Ramadi are making themselves comfortable.
In July 2003 at Rifles Base it was reported that a portion of the palace was slowly being transformed into a dining hall and recreation area for the troops stationed at Ar Ramadi, Iraq . Hundreds of workers from many countries were working round the clock to get the facilities up and running as soon as possible. "It may look like chaos to someone on the outside, but I like to call it controlled chaos," said Glenn Schultz , Iraq Division Manager with Diauda-a subsidiary of Brown and Root. "At least we have an end product in mind." Schultz's team brought everything necessary to get the dining facility up and running, from stoves and sinks to the actual food. They will build, operate and maintain the facility themselves, allowing for the soldiers to relax. "I think that having a place like this really helps out the morale. More than that it helps out the soldier by giving them a place where they can get away from the stress," said Schultz. Schultz's company was the first to offer a hot meal inside the theater and is, to the best of his knowledge, the only contracted catering service working in the area. Thanks to the efforts of Schultz and his crew, the soldiers at Rifles base will soon be able to enjoy a hot Class A meal that more than likely did not simply come from a can or bag.

Initially Bravo Company, First Battalion, 124th Infantry Regiment, Florida National Guard was based downtown at a government building nicknamed "the Mayor's Cell." But one day in June 2003 a local protest march got out of hand. Soon thereafter Bravo Company relocated to a sandstone palace on the edge of town. The rooms are jammed with black metal bunk beds, 20 or 30 to a room. It's safer but more isolated, making "winning hearts and minds" more difficult.
In May 2003 several Iraqi Sheiks from the Al Anbar Governate met with Coalition Forces to discuss plans for the rebuilding of the region. Col. David A. Teeples, Regimental Commander for the 3d Armored Cavalry Regiment, played host to a large group of Sheiks, government officials and other community leaders in the ruins of the Northern Palace at Ar Ramadi. Inside the war-ruined Grand Hall, there is a room that was once a large lavatory for the guests. Now it is home to the "Triple Threat PX". Soldiers formed lines extending well outside of the building as they waited for the noon opening, their faces a mix of curiosity and hope. Finally, the time arrived and with as much ceremony as could be mustered, Lt. Col. Brian Hamilton, commander of the 16th Signal Battalion, and Command Sgt. Maj. Aaron General, of the 16th Sig. Bn., cut a simple orange ribbon, officially opening the new post exchange. The first soldier to make a purchase was Pvt. William Cardish, who smiled and held up a bottle of Gatorade. "You don't know how long I've been waiting for this." General stood quietly to the side as soldiers from both 16th Sig. Bn. and 3d ACR filed in. The "Triple Threat PX" sold more than half its inventory in the first day and had to be re-supplied immediately. The soldiers of Rifles Base now have easy access to sundries, flashlights and snacks, all due to the hard work of one command sergeant major, his battalion and their neighbors.

The dust and grime disturbed while transforming the ruins of a presidential palace into living and working areas has proven equally as hard to remove from the troops. Baby wipes and moist towelettes have had to replace approved water sources and many soldiers are running short on supplies. Members of the 89th Regimental Chemical Shop were in late May 2003 erecting a field shower area for Rifles Base. The showers are fed by two 2000-gallon water blivets double sanitized through the use of chlorine and heat to provide a healthy and hot means for soldiers to get rid of the grease and grime. The showers are conveniently located on the river walk near the guest houses. There are separate hours for male and female access posted along with the rules for use of the facilities.
The former home of Saddam Hussein's half-brother is Camp Blue Diamond in Ramadi, headquarters of the 1st Marine Division, based out of Camp Pendleton, Calif. Maj. Gen. James N. Mattis, commanding general of 1st Marine Division, and Sgt. Maj. Wayne R. Bell, the division sergeant major, uncased the "Blue Diamond's" colors during a relief-in-place ceremony, March 20, 2004. The Camp Pendleton, Calif.-based unit relieved the Army's 82nd Airborne Division of its duties here.

U.S. General Norman Schwarzkopf led “Operation Desert Storm,” which began with a massive bombing of Hussein’s armies in Iraq and Kuwait. The ensuing campaign, which is remembered in part for the United States’ use of superior military technology, introduced the term “smart bombs” to the global vernacular—precision-bombing devices aimed primarily at destroying infrastructure and minimizing civilian casualties. In response, Hussein launched SCUD missiles into Saudi Arabia and Israel. Iraq’s use of SCUDs, notoriously inaccurate weapons designed to terrorize civilian targets, nearly succeeded in inciting the Israelis to retaliate. Hussein hoped an Israeli military response would draw neighboring Arab nations into the fight on Iraq’s side, but he again committed a grave miscalculation. Bush reassured Israelis that the U.S. would protect them from Hussein’s terrifying SCUD attacks and Israel resisted the urge to retaliate. Soon after, U.S. –installed Patriot missiles destroyed SCUD missiles in flight and further foiled Hussein’s plan to goad Israel into a holy war.
Following an intense bombing of Baghdad, U.S.-led coalition ground forces marched into Kuwait and across the Iraq border. Regular Iraqi troops surrendered in droves, leaving only Hussein’s hard-line Republican Guard to defend the capital, which they were unsuccessful in doing. On this day August 3 1990, President George Herbert Walker Bush orders the organization of Operation Desert Shield in response to Iraq’s invasion of Kuwait on August 2. The order prepared American troops to become part of an international coalition in the war against Iraq that would be launched as Operation Desert Storm in January 1991. To support Operation Desert Shield, Bush authorized a dramatic increase in U.S. troops and resources in the Persian Gulf.
Iraqi dictator Saddam Hussein and hard-line Iraqi nationalists had always believed Kuwait should be part of Iraq, but nationalist propaganda aside, acquiring control of Kuwait’s oil fields was Hussein’s primary interest. In addition, control of Kuwait represented a strategic military objective should Iraq be forced into a war with its western-friendly Arab neighbors. Hussein calculated incorrectly that the United States and the United Nations, who were closely tracking Iraq’s military buildup along Kuwait’s borders, would not try to stop him. However, when Iraqi ground forces entered Kuwait on August 2, 1990, President Bush immediately proclaimed that the invasion “would not stand” and vowed to help Saudi Arabia and Kuwait in their efforts to force the Iraqis from Kuwaiti land.
On November 29, 1990, the United Nations Security Council authorized the use of “all means necessary” to remove Hussein’s forces from Kuwait, giving Iraq the deadline of midnight on January 16, 1991, to leave or risk forcible removal. After negotiations between U.S. Secretary of State James Baker and Iraq’s foreign minister, Tariq Aziz, failed, Congress authorized President Bush to use American troops in the coming conflict.
